Pursuant to Part 1 of Article 11 of the Law of Ukraine “On Public Procurement,” the person responsible for organizing and conducting procurement procedures/simplified procurements shall be the Authorized Person.

An Authorized Person (Persons) is an official (civil servant) or other employee of the contracting authority who is designated as responsible for organizing and conducting procurement procedures/simplified procurements in accordance with this Law, on the basis of the contracting authority’s internal administrative decision or an employment agreement (contract).
